Student Assistance Team (SAT)

Introduction

Any student who presents significant problems that hinder his or her ability to succeed within the educational program should be referred to the Student Assistance Team (SAT).

Student Assistance Team (SAT) is school-based, problem solving group whose purpose is to assist one another in developing intervention strategies for dealing with the needs of students who are “at risk” for school failure.

The team meets on a regular basis to consider new referrals, follow-up on previous referrals and to revise intervention strategies for students who are active referrals.

Through the Student Assistance Team process, building staff join together to combine their talents and resources to meet the challenges through collaboration, a common vision, shared responsibility, and unified goals.

How Does the Student Assistance Team Work?

  1. TEAM MEMBERS may include but not be limited to:

  • Classroom teacher

  • School Nurse

  • Guidance counselor

  • SLP

  • Student

  • OT

  • Parent

  • PT

  • SAT Coordinator

  • Dignostician

  • Principal

Parents are vital members of the Student Assistance Team.  Parents must be involved in the intervention plan if it is to be effective.

It is important to help parents understand that the school recognizes their role in educational process as essential to their child’s success.

  1. REFERRAL FORM.  (MSWord or PDF A referral will be made on the district SAT Referral Form, which is attached, and the Pre-Referral Learning Problem Checklist.  Other forms of assessment may be completed prior to the SAT meeting (i.e., Learning Styles Inventory, Brigance behavioral rating forms for specific areas, etc.).  Pre-assessment information will assist the SAT to design highly individualized intervention tailored to meet the needs of the student.  Vague, non-specific information will most likely result in poorly developed intervention plans which fail to prove successful.

Along with the Referral Form, and the Pre-Referral and Learning Problem Checklist, include the Pre-Referral Intervention Strategies Documentation.  All three forms can be obtained in the School Secretary’s Office.

  1. REFERRAL VERIFICATION.  The SAT Coordinator verifies all referrals before presenting them to the team.  Inefficient utilization of the team’s meeting time created by inappropriate referrals (problems that can be resolved through immediate intervention) will weaken the process.

  2.  MEETING PROCEDURES All building referrals shall be channeled through the Student Assistance Team regardless of the nature or seriousness of the problem.  When the referral is verified and the necessary pre-referral documentation/ assessment is collected (SAT Referral Form/other forms of pre-assessment), the SAT Chair notifies the members of the Team.

a. Parent Notification.  Through prior contact, the parent should be well aware of the intervention process by the time a student is referred to the SAT.  The notification of the SAT meeting should be provided in writing.  Parent will be informed as to who will be in attendance at this meeting and the purpose of the meeting is to design a plan to enable the student to be more successful in school.  Information provided to parent should include:

 Concerns which will be addressed by the team

A summary of the information that will be presented to the team

Emphasis upon the role of the parent as a partner in the educational process

Date, time and location of the meeting

That the meeting will focus only on the information discussed to develop an intervention plan.  Additional meeting time can be arranged if needed to answer questions or discuss other concerns.

b.  Core Team.  It is advisable to provide the core team a copy of the referral data prior to the meeting to allow members time for consideration and problem solving.  Notify the core team of the time and location of the meeting.

c.  Auxiliary Members.The SAT Coordinator shall have sufficient information available to determine the composition of the team.  These members may be Social Service, Juvenile Probation, Mental Health, SLP, OT, School Nurse, Diagnostician and Principal.

  1. MEETING AGENDA The meeting is conducted by the SAT Chair and follows a prescribed agenda.  Before the meeting begins, the chair appoints a member of the team to serve as recorder.  The information is recorded on Individual Intervention Plan (IIP).

The following agenda is recommended.

  • Introduction of members

  • Summary of referral information.  This information is recorded in the Referral/Assessment Information of the Individual Intervention Plan and should include a summary of relevant strengths and needs.

  • Identification of primary need(s) to be addressed in the intervention plan.  This determination is made by the team based on the referral and preassessment information.  The decisions reached by the team are recorded in the Evaluation section of the Individual Intervention Plan and should include both strengths and needs.

  • Statement of desired changes.  The team identifies reasonable goals for the student which are recorded in measurable statements on the Individual Intervention Plan.

  • Identification of strategies.  The team collectively designs appropriate intervention strategies to enable the student to achieve the goals.  The strategies may include grading modifications, instructional modifications, behavioral management, environmental or learning style modifications, parent assistance or assistance from outside agencies.

  • Designate facilitators.  The team identifies those individuals most able to facilitate the implementation of the intervention plan.  Names and positions are recorded on the plan.  Caution should be used in making assignments to individuals not attending the meeting.  The success of the intervention plan depends upon the commitment of the facilitators.

  • Determination of a reasonable timeline.  Based on the needs of the student, the team determines the period of time which should be allotted for implementation.  Beginning and review dates are recorded on the Individual Intervention Plan.

  • Signatures of committee members.  Each team representative signs the Individual Intervention Plan as verification of attendance and agreement.

  • SAT log.  Referral information is recorded on the SAT log.  This provides a mechanism for tracking the success of the SAT team and for monitoring the progress of students.

  1.  REVIEW On or near the date of review as established by the SAT, the team meets to evaluate the student’s progress toward the goal(s).  Progress is evaluated according to the criteria written into the goal.  If the student has successfully achieved the goal(s), the team elects to:

  • Continue the plan

  • Revise the plan based on additional assessment information

  • Terminate the plan based on the sufficient documentation that the need for an Individual Intervention Plan no longer exists.  Students should, however, be tracked on at least an annual basis to assure that success is maintained.

The recorder completes the Individual Intervention Plan Review Form which includes:

  • Progress toward goal(s)

  • SAT recommendations/revised intervention plan

  • Other pertinent information

  • Responsibility assignments

  • Review date

  • Member signatures

  1. REFERRAL FOR FURTHER EVALUATION If the team has sufficient information to support the need for a formal individual evaluation through the Special Education Department, the referral outlined in the Special Education Handbook is followed.

    Upon completion of the evaluation, the original SAT members may be included as members of the IEP team to provide program continuity and to draw upon the knowledge of those who have been working with the student.

  2. INDIVIDUAL EDUCATION PLAN OR INDIVIDUAL INTERVENTION PLAN  (MSWord or PDF).  Following the formal evaluation, the team determines the need for special education.
